With reference to the enclosed Minute No.18,853. with telegram relative to Mr Horspool's return to Hong Kong, I have the honour to inform you that the result of our enquiries in Ireland has only produced one volunteer from the Royal Irish Constabulary for service in the Police Force of Hong Kong, and on our enquiring of Mr Horspool whether he thought it advisable to apply to the Metropolitan Police, we have received from him the enclosed letter dated 8th November 1893 and have to request the instructions of the Secretary of State with regard to

the same. In this letter, I think his application to be allowed to devolve the duty of selecting the recruits upon Mr Duggan, now at home on leave, and to be permitted to return to the Colony by the P.& O.Steamer of the 24th Instant.

We have secured the refusal of Mr Horspool's passage in this Steamer until the 12th Instant.

As regards the Forces from which recruits may be obtained, Mr May, when recommending that recruits be sought from the Metropolitan Police and from the Royal Irish Constabulary, and not from Scotland, was probably unaware that the repeated attempts we have made to recruit from these Forces, and in fact from
